Jointly Building a New Cambodia-China Metal Hub [Regenerated Metal Forum]

At the 2025 SMM (2nd) Global Recycled Metals Industry Summit Forum - Secondary Copper and Aluminum Forum hosted by SMM Information & Technology Co., Ltd., Zhuo Cao, General Manager of International Business for the Americas Region at the Cambodia-China Metal Materials Industrial Park, shared insights on the topic of "Building a New Cambodia-China Metal Hub."

Background and Positioning

Currently, China-Cambodia relations are at their best in history, with steady progress in political mutual trust, continuous deepening of cooperation in various fields, and increasingly frequent cultural exchanges. Cambodia has become the preferred destination for overseas investment by Chinese enterprises.

About the Park

The Cambodia-China Metal Materials Industrial Park is located in Kabo Commune, Stung Hav District, Sihanoukville Province, Cambodia, covering an area of 55 hectares. The park adopts the model of a Cambodian Special Economic Zone and is committed to creating a non-ferrous metal industry cluster. The park focuses on recycling various types of industrial solid waste and extracting valuable metals, including lead, zinc, copper, tin, cadmium, gold, and silver.

Overview of Existing Facilities:

Currently, there are eight companies and related facilities operating within the park, with an annual capacity to process 300,000 mt of industrial solid waste and dust. The main facilities include: two sets of lead blast furnace systems, two sets of environmentally friendly copper smelting systems, and two sets of hydrometallurgical zinc sulphate systems.

Our Strategic Positioning:

Core Base Construction:Establish a center for non-ferrous metal refining and precious metal purification, and gradually expand into the processing of rare and precious metal materials.

Resource Recycling:Supplement rare smelting materials through "urban mining" and solid waste recycling to achieve sustainable development.

Regional Growth Integration:Leverage the technological advantages of the entire industry chain to support the "Belt and Road" Initiative and promote industrial upgrading and integrated development between China and Cambodia.

As a park centered around heavy industry, it provides comprehensive infrastructure and service support for the metallurgical, chemical, and environmental protection industries. We sincerely invite enterprises worldwide engaged in non-ferrous metal metallurgy, metal processing, chemicals, machinery, and light industry to settle in and develop together.

Location Advantages and Transportation

Geographical Location

The park is located in Cambodia, 195 kilometers from the capital city of Phnom Penh and only 45 kilometers from Sihanoukville Port. It is strategically located near international airports, railways, and the main highway connecting Phnom Penh and Sihanoukville.

With the completion of National Highway 1 and the advancement of the China-Cambodia joint canal development project, the region has attracted an increasing number of international enterprises to invest. As a result, logistics efficiency has significantly improved, and international cooperation has also deepened.

We adopt advanced intelligent smelting technology to create a green and efficient production platform, supporting the global supply chain through low-carbon technologies.

2. "Urban mine" resource utilization sector

Through the implementation of a circular economy, we effectively recover waste metals from industries and households, transforming "urban mines" into sustainably utilized resources.

3. Non-ferrous metal material processing area

We focus on providing lightweight, high-strength, and corrosion-resistant materials for industries such as advanced equipment and railway transportation.

4. Precious metal new material manufacturing area

We are dedicated to the field of precious metal new material manufacturing, actively supporting the development of industries such as hydrogen energy, semiconductors, and biomedicine through the innovation of highly active and stable materials.

Overview of Existing and Planned Projects

Our park currently houses several key enterprises specializing in the processing of various metals, including lead, tin, copper, zinc, and cadmium. These enterprises collectively form a complete and efficient industry chain.

We sincerely invite global suppliers of raw materials such as lead, tin, gold, silver, and pyrite to come and discuss potential cooperation opportunities. Meanwhile, we warmly welcome enterprises engaged in non-ferrous metal smelting, electronic waste dismantling and recycling, chemical manufacturing, machinery, and light industry to join us for mutual development.

In our industrial park, we offer you a variety of settlement options. You can choose to purchase or lease land and factory buildings according to your needs.

Current conditions:

Factory rental: $2.4 per m²; Land rental: $0.6 per m²; Import service fees: Negotiable.

Tax incentives:

Corporate income tax exemption: 6-9 years

Other preferential policies:

Import duties and VAT exemptions for construction materials and equipment.

If the final products are intended for export, raw materials will also enjoy tax exemption policies.

On May 5th, according to Reuters, an explosion occurred at Kazzinc’s site. Kazzinc said that it occurred during cleaning work on a smoke extraction system, followed by a fire and partial structural collapse. So far, emergency ministry said the fire had been extinguished. Kazzinc, owned by Glencore, has an annual production of roughly 250-300 kt of zinc, 100-150 kt of lead and around 87.5 kt of copper cathode. Kazzinc hasn't disclosed the specific impact. Based on currently available information, the incident mainly involved smoke extraction/dust-collection equipment, may cause temporary disruption to related operations. There is no evidence so far that the main zinc electrowinning line was damaged. Further updates needed on the scope of any cuts or suspensions and the repair timeline.
